Creative Management Consultants
Owner and director of CMC, Jim Simmerman with well over 4 decades of accumulated experience, Jim has served as a military policeman, a chief legal investigator, a homicide detective, a management consultant to the private sector, and as an adjunct college instructor. He has also authored books on homicide investigation, and written articles and publications on forensic issues, crime prevention, and public safety education.
CMC provides consulting for criminal justice lawyers and has provided expert testimony on flight characteristics and stain patterns of human blood, and firearms and ballistics. CMC's public safety training lesson plans and course materials have made their way into every state in the U.S., and to the countries; Bangladesh, Canada, Guam, and South Korea, to name some.
Jim Simmernan retired from the City of Marshall Police Department in May of 2008, where he served as Chief since October of 1983. As department head and overall manager of the Marshall Police Department and 9-1-1 emergency dispatch center, his job included providing staffing, directing, and training for all department employees, and budgeting for the police and emergency services operations.
Prior to Jim's retirement in March of 2008, Jim took on the volunteer position of Director of Training for the Saline County Sheriff's Department. Jim continues to develop and conduct public safety and criminal justice continuing education training for personnel of the Saline County Sheriff's Dept. and others. He is also commissioned as a reserve deputy sheriff in Saline County. CMC partnered with VLETA in 2008 dedicated in their mission of bringing quality training to law enforcement-public safety personnel and the private sector.
Public Safety Training Specialists
David Roscher, owner of Public Safety Training Specialists, began his 36 years of law enforcement experience in 1972 when he successfully completed the US Army Military Police School. After separation from the Army as a Military Police NCO, David joined the Travis County Sheriff’s Department (Austin, TX), where he worked until late 1977. David has worked for various departments in Missouri since then, coming to Marshall in 1984. Here he has served as a patrol officer, detective, field training officer, sergeant, department training coordinator, and currently serves as interim assistant chief of police.
He has investigated and photographed hundreds of cases ranging from assaults, burglaries, traffic crashes, and homicides. Some of his photographs have been instrumental in leading to conviction in cases in other states as well in local cases at the state level.
In addition, David completed the Missouri Sheriff’s Association Training Academy Instructor Development Course, and is licensed by the Missouri Department of Public Safety as a Generalist Instructor. He teaches a variety of classes at MSATA’s basic training academy at Missouri Valley College, Marshall, MO as well as area locations. David has also presented several classes locally through Creative Management Consultants (CMC), and has written and presented course material for his company, Public Safety Training Specialists.
